This week the National Cotton Council submitted comments to the Environmental Protection Agency expressing strong concern regarding the agency’s current regulatory proposal to repeal the Navigable Waters Protection Rule and replace it with the pre-2015 regulation that includes some recent Supreme Court decisions. This regulation would expand federal jurisdiction over waters and relax deep-rooted protections of common farming practices on private land.
